The meeting was called to order by Chairman Jay Rasmussen at 2 p.m. (EDT)
Publications
"Fundamentals" Book and Brochure -- Discussion focused on whether we need to reprint copies of our "Fundamentals" book and also the status of the "Fundamentals" brochure. The feeling from the EXCOMM was that we should find a way to post our "Fundamentals" book on the Assembly Web site as a PDF document and encourage those interested in reading the full book to access it there. We may also look into creating CDs of the book if there is enough interest for it in this format.
The EXCOMM decided that we should devote our resources to producing the shorter brochure for wider distribution. J. Rasmussen will follow-up with D. Baker, B. Branca and M. Agy to find out the status of the brochure. One of the hold-ups in completing the brochure, that we discussed at SG Week, was incorporating "testimonial" comments from various SG programs about marine extension. Jay will ask for a cost estimate for printing about 5,000 copies of the brochure. Individual programs will be asked to identify how many copies they would like and be assessed a price for the copies they request.
Outreach Growth Report – The group discussed whether there was an audience for the Outreach Growth Report and whether it should be printed in hard copy format. D. Baker indicated in an e-mail that B. Branca did not have time to devote to the project. Dale suggested E. LaPorte who was a member of the Outreach Growth Committee might be available to assist in editing and formatting the document. Jay will contact her and see if she is willing to work with us to create an online version of the report (posted on our Assembly Web site). The SGA has plans to produce a research growth plan at some point and our finished product can be incorporated with the research report when it is completed.
2004 Assembly Meeting
Information about the 2004 Assembly meeting has been distributed and folks have begun "weighing in" with potential dates. K. Gates has agreed to act as the formal host of the meeting in Jekyll Island, Georgia in the spring 2004. B. DuPaul had a listing of available dates at the Jekyll Island Club Hotel. The best dates based on rates ($68/night) and availability was April 25-28. This is a Sunday – Wednesday time frame and the hotel would be able to accommodate a group our size. Bill will check to see if enough rooms are available for Saturday night for those who might arrive the day before the meeting starts. There was some discussion about conflicts with Sea Grant programs who may have spring PATs, and Frank Kudrna informed us that PAT dates won't be scheduled until the fall SG Review Panel meeting. Our thoughts are to schedule our Assembly meeting and let the review panel know of the dates and possibly they can work around scheduling any PATs during the week of our Assembly meeting.
B. DuPaul, M. Spranger, and K. Gates have agreed to be the nucleus of a program planning committee for the 2004 meeting. At our next EXCOMM conference call (scheduled for September) we will recruit others to be part of the committee. A few topics have already been suggested that the planning committee will consider: (1) Presentation by someone from NASULGC on their e-extension program, (2) Presentation by a member of ECOP on issues relevant to SG extension, and (3) Discussion by a NOAA, OCRM official on working more closely with SG Extension (suggest inviting new OCRM director, Eldon Hout).
National Sea Grant Academy
The committee discussed the recent draft scoping paper, A National Sea Grant Academy: A Gap to be Filled , developed by M. Spranger and D. Jackson. Mike discussed this concept at SG Week and received very positive feedback. The draft document estimates the costs involved and the need to get support from NSGO. The EXCOMM supports the Sea Grant Academy concept. B. Miller has been charged with following-up with Mike and J. Murray to see whether NSGO can commit the resources to make this a reality.
Assembly Elections – November 2003
Two positions on the EXCOMM will be available beginning in January 2004: (1) At-large – currently held by Ralph Rayburn and (2) Chair-elect – currently held by Bill DuPaul. In January Bill will become our new chairman, Brian Miller's past-chair position will expire and J. Rasmussen will inherit that position for the 2004 year. Ralph's two-year position as the at-large member will also expire.
The election committee that handled last year's online election has been asked to handle this year's election as well. That committee consisted of: J. Falk, B. Bacon and R. Wallace. Jim will ask Bob and Rick if they are willing to oversee the upcoming November elections again. If anyone in the Assembly is interested in serving on the EXCOMM, contact one of the committee members.
SG Operations and Policy Manual (Greenbook) Liaison
Sami Grimes (NSGO) asked J. Rasmussen if he would suggest an individual from the Assembly to serve as the extension liaison to the Greenbook revision committee. J. Falk volunteered to serve in that capacity. Jay will contact Sami and let her know that Jim will be the Assembly contact.
Fisheries Extension Enhancement (FEE)
Everyone should have received J. Murray's e-mail dated 21 July 2003 explaining where the FEE proposal process stands (reviews have been completed and a ranking of proposals has also been completed). NSGO is now waiting on a budget figure from Congress to determine how many FEE proposals will receive funding.
There is scheduled to be a meeting of the SGA with NMFS at the Fall SGA meeting in November in Seattle. Information on that meeting is sketchy at this point, but we plan to have representatives from the Assembly at the meeting.
NOAA/Sea Grant Extension Brown Bag Seminars
Following SG Week, J. Rasmussen, and R. Rayburn developed a one-page concept paper (See attached) describing how the Assembly could begin developing a series of "brown bag" seminars that could help NOAA better understand how SG Extension programs conduct their business. A group of NSGO office folks (J. Murray, K. Garber, S. Grimes, A. Painter and others) also met to discuss how they would like to see a seminar series work. Their thoughts were put in an e-mail and sent to Ralph for him to distribute to the EXCOMM.
Our discussion focused on how we could best bring SG inside NOAA to help educate and share experiences "from the field". We decided that before making any bold moves, Jay and Ralph would hold a conference call with the SGA President (B. Stickney) and the SGA External Relations Committee chair (R. Devoe) and get their input and support for this effort. After hearing how this discussion goes, we will proceed with this idea.
The next EXCOMM conference call is scheduled for September 16, 2003 at 2 p.m. (EDT).
