Managing for Resilience:
My assignment was to answer three questions:
In answering the first question I draw a distinction between fisheries science and management. Management is where the decisions are made that ultimately determine how resilient or how brittle the salmon producing systems become. While fisheries science has made progress in understanding the system attributes that contribute to resilience, management is based on a conceptual framework that does not recognize the importance of those attributes.
The answers to the second and third questions cannot be delivered within the time constraints of this talk and should be a significant part of the follow-up symposium.
